Toney Chimienti has provided a variety of insurance, enrollment and problem solving services to the County of San Joaquin since 1992. As the representative of his own agency, Chimienti & Associates, and as a sales manager for Colonial Life and Accident Insurance Company, Toney has tailored his services to the changing needs of the County and its employees.

Toney assisted the County in implementing a Flex 125 Plan in 1993. For several years he administered the plan, conducted the annual open enrollment for County employees and acted as the liaison with the claims administrator for the medical and dependent care spending accounts. When the County began self-administering both open enrollment and the Flex 125 Plan in 1997, Chimienti & Associates continued providing advisory and enrollment services for voluntary insurance products. Even though their agency was no longer contracted to conduct the open enrollment, Toney's representatives frequently still pitched to help employees when the lines were long.
